What seat is this?

A little background... I would NEVER use this seat. My host family in the Dominican Republic used it last summer and I was curious what it was. It was given to them by a US charity. And of course the buckles were missing and this might not be the real cover. We held it with baby on many motorcycles or just stuck seat and baby in the truck bed when there was not enough room (this is what got me interested in car safety). He was about 1.5 to 2 months here and tiny.
