MR insert question

I just got another my ride for my 23 month old. He is on the second slots. The insert has a second slot spot so I kept it in. Do you think I should take it out? He's about 21 pounds. He is two in September.

The infant insert is just that - to make infants fit better. He definitely doesn't need any extra support so I'd take it out.

with the insert out it prob won't come out from under his shoulders as far so he could sit more straight up and back . . . he looks really scrunched in this pic

Ok I ended up having to wash my cover due to an accident. So I sat him in the seat without the cover. He was NOT happy with me. Can you tell? So leave the insert in or not?
