Question Proper use states?

Which states are proper use? I'm wondering about Texas specifically. My friend has a 12m DD, only 18 pounds. She has court ordered visitation with the father, who has her FF and refuses to turn her. We are wondering if reporting him with an improperly restrained child would help.

Texas is a proper use state but good luck finding a police officer that will be able to tell that there is misuse going on. Where in Texas are they?

The only idea I've seen lately that seemed promising was to refuse to exchange the child, not leaving with the child, but just staying at the exchange site and calling the police for assistance in a visitation exchange involving illegal activity.
