need more legroom in Ford Mustang

A FB friend asked about her 8 year old who is 91 lbs and 4 ft 5 in. She wanted to know if she needed a booster. I said yes since she isn't 4 ft 9 in and looking at Texas law where they live, it said younger than 7 and less that 57 inches have to ride in a proper restraint. Her problem is there is no legroom in the back for her DD and she thinks a booster might make it worse (I think that's what she implied since she didn't actually say that.)
Is there a way to get more legroom? What are the odds of her DD passing the 5 step test in that car?

In Texas it's 8 years old or 4'9" to be out of a booster. You can link her to the 5 step test but I don't think her DD will 5 step. Did you find out which booster she is in? Maybe a lower profile one will help with the problem.
