Would you say something?

Two of my kids ride the school van (disability reasons)...
There is another child that I don't see, because they are picked up after mine, but has a booster seat in van.
I know this child goes to ESU preschool.
My biggest concern. It is a no back booster (provided by parents) in lap belt only seat, and no head rest.
If you would say something, who would it be to?

I would say something, and it would be to the school admin - not only is it a safety issue, they are also likely liable if they misuse a seat in their transportation vehicle, and a booster in a lapbelt is misuse (also explain the safety issue with lack of headsupport IF the child's ears are past the top of the seatback, but I am guessing a preschooler is probably small enough to have headsupport just from the seatback). If the child meets the booster minimums and does have adequate headsupport due to height, can they at least move that child into a l/s position and put another harnessed child into the lap belt spot? Tell the school to also check belt fit in the booster to be sure it fits as intended. Does the booster have a shoulder belt adjuster strap? If they can't move the position or the fit is poor, they need to ask the parents to provide a safe alternative. (I am assuming the school will not provide seats.)
