Can Target get anything right?

This was in the front of the coupon book I just got in the mail.

In case you can't see it, the caption reads:

I got the same ad and was trying to figure out it out. I also love how they put a little ducky next to it... to make sure you buy it for your wee one even though they claim it can't be used til 22 lbs. They totally blew that whole ad.
