How important is MIN height for HBB?

I was looking through the manuals for my frontier & maestro. The Frontier has a minimum height of 42" to use it in booster mode. The Maestro has a minimum height of 44" in booster mode. Why do you think that is?

I am planning on letting DD ride in a booster more often, but had the idea of using a combo seat as a booster, so if she is ever misbehaving in it or if I'm expecting her to fall asleep I can convert it w/o having to bring an extra seat with me. But she's only 41".

If she's below the minimum height, there's a good chance she won't 5 step in the booster.

The maestro is so much smaller than the frontier, though. I wonder why the maestro's minimum is so much higher?
