Non-FAA approved seats

This might be a dumb question but I want to be sure. Is any convertible seat currently sold that is not FAA approved?

I know the Regent isn't but it's no longer manufactured.

The other seats I've seen are either technically boosters or need a tether/shoulder belt to be used in the car.

Please correct me if I'm wrong.

The Orbit and the Zeus rotate. I assume that it's the reason why it's not approved.

I can't see why the Graco Smart Seat isn't. Any ideas?

The rotating has nothing to do with FAA approval.

For FAA approval, after a seat passes the testing for motor vehicle standards, they put the carseat on any standard airplane seat, and then turn it over. They rotate it forward, backward, left, right. If the dummy stays in the seat, then it gains FAA approval.

I believe the SmartSeat is too wide to fit on an airplane seat. The other two seats might have the same problem.

The Combi rep insinuated that the Zeus could be FAA approved, but they didn't bother because they couldn't imagine anyone actually lugging it onto a plane.

Most likely because the buckle of a plane belt is smack dab in the middle of the base. The lockoff won't close and the seat won't snap into the base.
