Outgrew RF, no top tether

My child has just gone over 35 lbs and thus we need to forward face him. However, our car does not have top tethers and when we contacted a dealership to get them in, they never called back. So, what can we do? Is it safe to just use the lap seatbelt to hold the seat?

How old is your child?

If you let us know the make, model, and year of your car, we can look up the exact tether retrofit part number, very likely. That will help with the dealership a lot more, since they don't know a tether anchor from a wheelbarrow. But if you give them a part number (which may or may not be called "tether anchor," their computer will at least know what you're talking about.

Along with what Wendy said,

What seat do you have? A FF seat with no top tether (as long as the seat allows it, that is) is safer than an outgrown RF seat. There are seats that RF to 40 & 45lbs, which, depending on the age of your child, might mean you never need a FF harnessed seat. You may also be able to do your own retrofit tether anchor, depending on the vehicle.

I will just add that if you are in the US and your child is between 35 and 40 lbs and fits by height, you can get a Scenera 40RF rather inexpensively at Target or Wal-Mart ($40-50). That way your child could continue to be RF for longer, and by the time he or she outgrows the Scenera you could have gotten your vehicle retrofitted. Tethers are better, but any RF seat is safer than any FF seat, of course.
