Mystery seat: what is this?

I was walking home from work yesterday, and saw this in a car. I took a picture- sorry about the glare. The top of the shell's seat cover (where Cosco seats usually have the Cosco logo) said "comfort rider" and then had "CT" under it inside of an oval. I didn't see any belt guides, and there was no harness. Is this some sort of special needs seat? Anyone know? Here's the picture:

Found it. Apparently my eyes need to be checked.. again.

It's a Jupiter Komfort Rider GT. Anyone ever have one? Is it expired? I've never heard of these..

According to the pictorial, the komfort rider was last made in 2002. The komfort kruiser (definitely a different seat) was last made in 2005, so would also be expired or soon to be.
