I'm thinking of getting a Tribute as a travel seat, but wanted to clarify what you think the maximum height guidelines mean...

Child Requirements:
Weight: 5 to 35 lbs (2.3 to 15.8 kg)
Maximum Height: At least 19 inches (48 cm) AND the top of child’s head is at least 1 in. (25 mm) below top of the child restraint seat back.
They mean 19 inches is the minimum, right? So DD at 33.5" is fine (she is > 1" from the top of the shell.) The wording is confusing me.
