Local paper has article on seat belt safety

This was the lead front page story in the 5/31/07 Richmond Times-Dispatch:
"Not One Was Wearing a Seat Belt"

The last portion of it regards child safety:

"[Virginia State Trooper] Bishop said he has special disdain for parents who don't buckle up their children.

"I know you've probably driven around and seen a little kid jumping up and down in the back seat. That just burns me up," said Bishop, who has an 18-month-old son.

The trooper said he immediately stops vehicles with unrestrained children.

"Whether they had one child or 10 children in the car, in my personal opinion they should be charged for every child in there who's not restrained, because that's totally unexcusable in my mind," said Bishop, who said he has issued as many as four citations for unrestrained children in one car.

"It's such a very simple thing that you can do," Bishop said of wearing your seat belt. "Because you never know when you're going to be in a crash. You might be the safest driver in the world, but somebody crazy may be right behind you." "

11,380 seat belt violations were issued by Va. State Police between Jan. 1 and April 30.

2,037 child safety restraint violations were issued by state police between Jan. 1 and April 30.

# Of the 336 people killed in Virginia traffic crashes between Jan. 1 and last Friday, 155 were not wearing safety belts, according to the state Department of Motor Vehicles. (The noncompliance rate is even higher given that the total fatality count includes pedestrians, bicyclists and motorcyclists who have no restraints available.)

# A little more than 50 percent of the 31,415 passenger-vehicle occupants killed nationwide in 2005 were not wearing safety belts, according to the NHTSA.

# The 2006 numbers have yet to be compiled. --
