Circumference for small RSTV?

I'm thinking of getting a new size small RSTV for my 5 year old, 39#, 41.5" tall for an occasional 3 across in a 2001 CR-V and 1999 Civic. I've read that the older versions didn't fit skinny kids well and DS is tiny. Does anyone know the smallest chest circumference the new vest will adjust to?

I don't have it handy to measure it, but it does fit my 40lb & 42" 4yr old. He's pretty lean. We have the new style small RSTV.
