Inventive installation- eek!

I'm at my friend's apt building and I glance into the car next to me to find an AOE with a shoulder belt strapped across the top of the seat where the child's head would go, then ran down the side of the seat and buckled in. Hoping the belt was just left like that being used as a booster, I peeked closer to find the harness still in!

I hope the glare doesn't ruin the entire picture.

This is a car of somebody that lives in the building... I'm so tempted to knock on doors until I find the owner and plead to let me show them how to install

I know multiple people who use the same seat for multiple kids. They leave the harness in even when using it as a booster (and have been told not to). So perhaps that is the case? Not that it makes it ok, but its better then harnessing a child and then putting the seatbelt over the child&seat instead of having it properly installed.

Or maybe, just maybe, it was in there for a quick transport and no kiddo rode in it like that....Cross fingers?
