Ways to keep the chest clip in place

I had a 3 year old at a check today (forward facing) who insisted that her chest clip be placed as low as it could go. I talked to her. Another tech talked to her. A police officer senior checker talked to her. She continued to slide the clip down immediately after it was pushed up into place. Mom understands the chest clip needs to be in place, but what can she do aside from never driving this child anywhere? What advice do I give a parent to keep a willful child safe?

What seat was it? If it was my kid, I'd be calling the company that made the seat asking if I could take it off.

I know you can't give that advice as a tech though, so assuming she's ffing, I'd probably have the parents keep an eye on her in the car and stop and fix it every time. I'd probably plan a trip to the park or something and explain that since we had to keep stopping to fix her chest clip, we don't have time to go to the park now. But I'm a mean mom so ymmv.

What about putting harness covers between the chest clip and the crotch buckle?
