Safe Stop Question

You can only us this when the seat is ff installed with latch, right? If this is true, why is it only used with a latch install?

No, forward facing with a tether (regardless of seatbelt or LATCH) for a child under 40 pounds. It's there to increase the head excursion. The Radian does SO well tethered on the HE numbers that SK thought it might be too violent a stop for younger forward facers, so they added a bit more give to the restraint. After 40 pounds it gets removed, regardless of LATCH or the seatbelt. If you're not using a tether, you don't use it. And if it's rear facing you don't use it.
