DD is on spring break and the parks and rec department have a program for spring break camp. They once before took the kids to the park in a van with no restraints (I asked DD if she was buckled up and she said no, I don't know what the van looked like, but it was not a bus). Of course they all came back fine, but I asked that next time I could bring a seat or booster for my 6 year old (who is 43 pounds) after that they cancelled the next trip and just stayed at the school. today DH told me that they are going to go to a movie. I asked if he left a booster for her. He said no. :(

Is this even legal?

I hope you can talk to the director of the program to see what they say regarding transportation. Maybe they contacted with the school to use a school bus for the transportation.

At the Boys and Girls Club that my kids go to, they use the district school buses for transporting the kids. I really prefer this method over the 15 passanger vans that some of the other nearby clubs use.
