Need help with MN car seat laws

There is some discrepancy, you might notice that on the first page, it says 1 OR 20 for rear facing, but then if you look at the 2nd page, it points to rear facing for less than 1 AND less than 20 lbs.

Thank you! Ugggg my cousin has her 1 year old in a booster with the shoulder belt behind him

But it's ok because the box says he fits by height and weight so it's not illegal.

Im pretty sure its not legal. I cant find the exact law BUT from the thing I am reading a child older than one & 20lb needs to be in a forward facing seat till 4 OR 40lbs. So unless he is 40lbs he cant be in a booster. And if WI has a proper use clause then she is breaking that too because putting the shoulder belt behind him isnt using the seat propperly.
Im pretty certain shed get a ticket if caught. And I hope for her childs shake the ticket is the worst that happens.

I would tell her it's not okay because despite her fitting the requirements, she obviously doesn't have a proper seatbelt fit or else they wouldn't put the seatbelt behind her.

and then show her a crash test of a child with the shoulderbelt behind them...

I live in Wisconsin and you know what I hate? The law states that a child over the age of one and 20 pounds MUST be in a forward facing carseat. So technically speaking, it's illegal to rearface after that age. Yeah, they totally need to revamp that law because all these people who don't want to go with the new reccomendation can say that the law only allows rearfacing till one. Totally stupid!

Wording in LA is also a child over 1yr & 20lb shall forward face. So really its illegal. But when I got in a wreck the lady who hit me got a ticket for not boostering her 4yr old but I didnt get one for RF my 23lb 15month old. So I think its one of those things that needs to be reworded but isnt inforced anyway. Plus my dad is a lawyer and said if I got a ticket wed just fight it but highly doubts it would ever happen.
