Carseat in Dodge Grand Caravan

I have a friend who has a carseat installed in the center row captains chair. The seat is installed forward facing for her 2 1/2 year old, but the captains chair is one that can turn to face the back of the car. Is it safe to have that captains chair turned to face the back with a carseat on it? It looked weird to me but I don't know what the rules are on that.

No, your friend may NOT install a child seat on the vehicle seat when the vehicle seat is installed rear facing. All child restraints are required to be on forward-facing seats ONLY.

And then I'm not certain, but I think Dodge has restrictions on installing seats there when they're facing backwards as well.

Why not just put him in a rear facing seat?

The vehicle owner manual forbids it.

ETA: Page 151 of my 2008 manual under the seating category AND on page 85 in the Child Restraint section.
