    overhead sheild ?

    This morning I saw two cars with overhead sheild seats driving past me. In both instances their was a child in the seat, but the overhead shield was up-behing the child's head. Isn't it supposed to be down? I was thinking these kids were completely unrestrained, but since I have never actually used one I was thinking that I must be wrong.

    There are two possibilities. Either the harness was not latched at all, or the harness was latched, but the shield was not attached to the harness. I've seen both situations.
