Why not use seat belt and UAS together?

I am in need of a technical reason that using seat belts and UAS together at the same time is not permitted. I know that you are not supposed to, but I'm trying to explain why to a girl who installed her infant base with both, and realized that I don't have the information as to why. I looked in all of my car seat manuals but none of course none of them explain. If someone could explain the details that would be great!

because they aren't tested that way, and using them that way could put too much torque on the seat causing it to fail in a crash.
