Anyone able to interpret legal-ese type info?

This is a link to a site from the government of Canada detailing the changes in regulations to car-seats that took affect this month. They now allow a higher maximum weight limit as long as the manufacturer performs testing, and it also talks about FMVSS certification.

So I'm wondering if anyone can weed through the nitty gritty to tell me if they're basically saying any seat that passes FMVSS 213 can be used in CAnada as long as it's tethered ff'ing.

(I'm thinking the change in regulations might tip the scale in favor of Recaro deciding to market in Canada...lol) :whistle:
