Does this seat need a tether hook?(I can't find the Manuel online) I have a friend who is looking into using it for her son since she doesn't have her own car, can't drive and she uses medicaid cabs and taxis to get around. Right now she is lugging a TF around and that is getting really difficult. She spotted this and it looks pretty good for her needs.

Her DS has about the same states as mine: 2yrs, 33in(head to toe), about 15in torso, and 27lbs. He is FF and she is not interested in turning him RF. She knows about ERF but he is legal to FF so I can't force her to turn him. She does however want him to be harnessed for as long as possible.

It requires a tether for the harness. Otherwise it's a backless booster that he's not heavy enough for.

How about an Evenflo Maestro? Or lug the TF a bit more, and when he fits into a Ride Safer Travel Vest use that?
