A little extra padding in a seat isn't going to cause any seat to fail catastrophically in some way, it's just a nice, clear rule for techs to communicate to parents that it's not ok to add, easier to say one 'no' than it is to get into a huge discussion and leave the door open for some creative parent to put, say, a king sized comforter in the seat with their kid.
