Which is better

I want to figure out the best answer to a less than best case scenario. If I needed to put my two kids (2yo 32lbs, 4yo 40lbs) FF in the back of my car (two seats, one top tether), what would be best? Two FF harnessed seats, with one untethered? (The untethered on would be a nautilus, but which kid should ride in it?) Or is it better to use a harnessed seat tethered and a booster (untethered, obviously)?

Well I needed to do this today so I went ahead and put DD in a harnessed + tethered seat and put DS in the Nautilus untethered. Still not sure if that's best or not or if I should put DD in the TB since it's designed to work untethered.

I'll tell ya that I would have been no help in a decision. It's illegal here not to use the top tether so I would have no choice but to booster one and harness the other. Although I likely would have refused to drive the other children (unless they were my own!) but I'm mean like that. :p
