I will update with posts to this thread, and make a list.

California:

-Burbank
-The Burbank Recycle Center has scrap metal/plastic bins. You may put recyclable car seats in the scrap plastic bin but you must first remove all fabric, foam, and other non-plastic or metal parts (excepting labels) from the car seat. (The scrap plastic and metal bins are located at the back of the Recycle Center, just dump it in the one marked for plastic.)

-City of Los Angeles
-If you are served by the City of Los Angeles Sanitation Department, you may remove harness, covers, and any comfort foam (so, strip down to the plastic, metal, and EPS/EPP foam) and place in your blue bin for curbside recycling.

Colorado:

-Boulder:

they take seats that are in "usable condition" and send them overseas to 3rd world countries to be used.

I just got off the phone with the guy that was over the program just to make sure because I was confused when it said car seats must include all attachments.

At a seat check I was at last year, I was told, by a tech who lives near me, that the recycling curbside bins that we have can handle carseats with the straps, covers, and any foam/padding removed. That is just for our city though. We have a VERY long list of acceptable items.

I hear the Utah Safety Council no longer accepts seats for recycling. Instead there are various recycling centers, but you'd have to contact and ask them.

I happened to google car seat recycling and found some info that I don't believe is here yet.

In the CA, Marin County 2011 newsletter there was a blurb stating:
Serviceable clean car seats can be donated at most
any California Highway Patrol office. Call ahead.
chp.ca.gov

You can pay to ship your car seat to babyearth.com in texas and they will recycle the car seat or other baby equipment. They say that all usable parts (like covers) will be shipped to other countries to be used some other way. http://www.babyearth.com/renew

New Jersey, Morristown has car seat recycling.
http://www.nj.com/morristown/momstots/index.ssf/2009/05/car_seat_recycling_event_a_big.html

North Carolina, Wake County accepts car seats, but they have to be in good condition with all attachments, so it sounds fishy. Maybe they recycle by using them again?

I just realized: CoLA would not accept a car seat or base that included electronics or batteries (this probably applies to most curbside programs.) So no recycling a Summer Infant Prodigy base or a Renolux Tattletale.
