You say you've travelled with the kids together. If you're the one driving I would take the opportunity to (as gently as possible) say you're not comfortable driving with a small 2 year old in a booster. And then mention the basic reasons why.

well the last time we traveled together was awhile ago and the little one was in a ffing harness at that time. we live further apart now so I dont know that us driving somewhere together will come up again anyway :/

I would probably share as a "Hey, I just read/heard this and thought you might be interested." Pass it along as an email, youtube link, etc. If they don't reply, and don't change their ways, then there's not a whole lot you can do about it.

You can also gently remind them about manufacturer's minimums, unless they're in a Cosco seat, which is usually 1 and 30. Although at 27lbs she doesn't meet that, either. Hm.

You could say that you were chatting with a friend online :ahem, that would be me: and she was telling you about how she had a 3 yo in a booster and had to put buy a harnessed seat instead because the kiddo managed to play around with the shoulder belt until it got wrapped around his neck and strangled him. So mow you are wondering if kids are moved into boosters before they are mature enough.
