Question When to move a baby with long legs?

I have a 7 month old who has long legs. She is in a Chicco Keyfit that says it can be used until the child is 30 inches. She is almost 30 inches but is not close to the top of the car seat (there is another strap location above her shoulders). Should I move her into a Convertible seat when she reaches 30 inches even though her upper body is several inches from the top of the seat? If so, this goes against what the manufacturer says. I am more concerned about having her in the safest seat than the fact that her feet may be bent.

Her feet will be bent as she gets bigger, since she should rear face to three to four years old. It's perfectly safe to have her feet bent, and in fact is much safer than having her forward facing.

The one inch from the top of the shell is all that matters in terms of safety. If you'd like to move her to a rear facing convertible, that's fine. A rear facing seat that she fits in, be it an infant seat or a convertible, is perfectly safe. So that's up to you when you do it. But the 1" is the rule. Her legs will hang over something eventually.
