I came across the Texas Public Safety Webpage for Child Passenger Safety last night and was pleasantly surprised to see the NHTSA best practices guidance listed. It was also great to see the final comment of the table talking about the phases say

The FAQ associated with the webpage is a 6 page .pdf and is very well written with best practices in mind.

I wish all the states had something similar on their CPS pages...It would be great to be able to point a parent to something like this.
Children are better protected the longer they can stay in each phase. Keep children in each seat up to the maximum age/weight/height limits before moving to the next phase.
