International flights, can someone help?

There's a question posted on Diaper Pin and I don't know the answer. I would think flights leaving from the US would be fine, but really need more info.

According to the FAA website, international flights are governed by the rules of the country where the aircraft is registered:

The FAA has limited authority over foreign carriers. I have always been told that this means that even flights originating from the US follow the rules of the other country. So, for example, an Air France flight leaving the US would follow French rules which say no carseats during taxi, take off, landing or any other time when the seatbelt sign is on. OTOH, a US carrier flight leaving EU would follow US rules. It is the actual aircraft that matters, not the ticket, so code share flights follow the operating company rules even if a US company sells you the ticket.

FYI
Virgin Atlantic does not allow any car seat on their aircraft. Instead, they provide a care chair for a child aged between 6 months and 3 years. A child under 6 months must sit on the parents lap with a loop strap connected to the parent's own lap belt...
The care chair must be booked ahead of time
