When will headrests be mandatory in ALL spots in ALL vehicles? In Canada?

Anyone know anything, or have any guesses? It drives me nuts that the big vans don't have headrests. I wish the benches were interchangeable between the Safari and the Express... They're both GM... sigh. If benches with headrests were to come out in the next couple years, I could plan to buy a bench and swap one out for my big kids.
