would you booster a 41 pound nearly five year old?

My friends little girl, S. will be five on Christmas Eve, is riding in a harnessed Graco Nautilus. So is her sister L, who is three and 28 pounds. She is moving them into the back row of her Dodge Grand Caravan. S. has been riding in a booster in my car for nearly seven months, and same with her grandma's. She rides really well. I know that there is only one top tether in the Caravan's back row. Is it safer for her at this age and weight to be in a harnessed car seat, with no top tether, or in a properly used Booster seat. How well does a Graco Nautilus work as a booster mode, is it easy to switch, or would she be better in a Graco High Back Turbo booster? Thank you for the advice. The reason she is moving them is because of her new job, she is going to be transporting special needs adults in her van and needs her middle row for them.

It's easy to switch, and it fits fairly well for most kids.

You're in Canada? It's illegal to use the seat without a top tether, so all other things being equal, I'd booster her legally and give the three year old the tether.

This was my thoughts, but I just wanted to make sure of it. I was hoping to keep her in the harness for a little longer, 90% of the time, but thinking that it is better for her to be legal, and thank you for the note about how easy it is to switch.
