What exactly is Orbit's recommendation?

From their toddler seat manual:
"You will notice an overlap of the Rear- and Forward-Facing weight ranges. This is so that you have flexibility to make the transition when your child is over 1 year old and it feels right for your child’s size. Orbit Baby, along with many safety groups, recommends keeping children in a Rear-Facing position as long as
possible while following the above requirements. However, the child should
switch from Rear- to Forward-Facing if the child is over 1 year of age or they are uncomfortable in a Rear-Facing position."

So, they recommend RFing as long as your child fits, but also say the child should be FFing if the child is over a year? And they say the child should be FFing if they are uncomfortable RFing. What if I decide my 9 month old is uncomfortable? Even though in other spots in the manual it says the child must be one year, in the above paragraph they say the child should be turned if they are uncomfortable.

That paragraph was wonderful, if only they had left off the last sentence.

Yeah, the last sentence basically ruins it. Everything else made sense but the last sentence just contradicted everything.
