Parkway belt guide measurements

Does anyone know the height of the belt guide in the lowest position? I have a friend who's son is just above that slot, but she is going to re-harness him! She doesn't know how tall her is but he is definately over 40 pounds. He used to ride in a MA in the top slots before it was passed down to his brother.
She needs a seat for the main car. I suggested a Regent. And also a seat for her husband and nanny's car. Would have to be easy to switch and install. What is a good seat for that situation?
