boosters for an after school program

So... my in-laws own a family martial arts center and have an after school program and they transport approximately 18-20 kids between two vehicles. They have a GM full-size van (not extended length), not sure of the year but there are lap/shoulder belts in all positions. The other vehicle is a 2005 Toyota Sequoia (8 passenger).

I'm not sure of the exact ages of the kids but I believe ALMOST all are age 10 & under. In my experience, it's possible all will need boosters, which presents an issue, especially in the van because it doesn't have headrests, the Sequoia does have headrests so we'd plan for backless.

Highbacks need to be CHEAP, fit a wide range of kids (easily adjusted), narrow enough for 3 across in the van. I was thinking the Harmony backless boosters at Walmart for the Sequoia. Never been a fan of the Evenflo Big Kid HB in regard to belt-fit, the Cosco Pronto was rated well by IIHS for fit but doesn't it still require a vehicle headrest? We need approximately 12 highbacks and 7 backless...pricey! Anybody got ideas on how to get them cheap?

They have had this program for several years and have not had any boosters, I'm trying to pitch this as something they need to do, but try to make it affordable, not overwhelming. My husband works for them and transports kids in the Sequoia. I told him he needs to make sure the kids are properly transported, for his own liability!

At $50/hb we're talking upwards of $600 + ~$100 for backless...

turbos perhaps? all positions (even center) have shoulder belts too?? if its just lap belts for center positions no one should ride there

for cheap... and with no headrests... I'd see about evenflo Big Kid boosters for the one with no headrests... for positions with headrests, either the harmony backless or cosco backless boosters
