When to remove "safe stop" on Radian?

The child i nanny for went to the doctor today. He is 3, weighs 38 lbs (no shoes), and is 39.5 inches tall.
Question is, when did you guys remove the "safe stop" harness piece? The house scale isn't very accurate so he only gets weighed at the doctors. According to the growth chart he should be 40 pounds in the next 6 months. Would it be bad to remove it now? I'm afraid that it will be forgotten about and never removed since i don't use that seat reguarly.

If you don't use the seat regularly, go ahead and take it off now. It's also very safe without the safestop, so there's no worry about not having it for a kid under forty pounds :)
