turbo booster armrest heights?

I just got one of the $22 high back turbo's from Sears (now it's offline because it was a mistake, for the backless).
Anyway, I put it together tonight and I want to put the screws in the arm rests before I forget to. Hannah is aslepp so I can't try her in it. This will be a spare to use only if I need someone else to go get her from school or something (someone other than dh who probably won't be able to often, he has a FPSVD in his truck for her anyway).
She's pretty small, about 35 lbs and about 41 inches tall, and she's 5.
Given those stats, is it safe to estimate that she'll need the arm rests on the lower setting (I'm assuming lower keeps the lapbelt lower on the thighs?)

Officially the armrest high adjusts for comfort. But some people say the height affects the fit (makes sense to me). I'd try it on the lower first.

Yes, put them at the lowest setting.

Jordan is 36 pounds and 42 inches. So basically the same stats and his is on the lowest setting.

Here is a picture from 2 weeks ago. Nice and low, crossing low on the hips, not over his belly. Well...if he HAD a belly, it wouldn't hit it. :p
