Where are the LATCH hooks in 2006 town and country?

Yes, there are two LATCH positions in that spot. You should be able to feel the anchors in the seat crack (also known as the seat bight).

Ok what about top tethers? That is what I meant but accidentally said LATCH. There are two hooks on the back of the bench seat and the police station said those were TAs but I'm not totally convinced

Ah. According to the LATCH manual, there are three tether anchors on the back of the stow and go seating positions. So, I don't believe there are tether anchors for your bench seat. Could you snap a picture and post it?

The LATCH manual is a bit confusing - what it means is that there are 3 top tether anchors total in the '06 T&C minivan, with 2 anchors for the second row seating positions for stow and go or non-stow and go second row seating (3 anchors are the minimum required by FMVSS so it has to have 3 :)), and 1 tether anchor for the third row center. :) Each tether anchor is located on the lower back of the vehicle seat. :)
