AAAHHHHHHHHH! What is going wrong???

I just went outside and moved seats all around trying to figure out the best arrangement for our trip this weekend. I thought I had it all figured out and put DD#4 in the RFing MR and I can't get the dang straps to adjust. They won't tighten or loosen. I assumed it was because the adjuster was buried because I had it so upright. Well then DD#2 couldn't get her TB buckled with the MR in the center, so I figured I'd just move the MR back to the second row where it usually is and then put DD#4 in the nautilus in the third row (untethered and put DD#3 in the tethered GN). I'd prefer her RFing, but I couldn't get the scenera installed tight enough back there and the MR is just too big and then the buried adjuster.

So, I take the MR out and can loosen and tighten it just fine. I figure the adjuster was just buried. But then I installed it where it always is (and has always been fine) and had the same problem. I finally managed to get it to loosen, but then could not get it to tighten. Nothing worked. Again I took it out of the truck and its fine. What in the world is wrong?!? I looked and it doesn't appear to be getting caught on anything and when I put it back where its normally installed its no more reclined than usual...

I checked to make sure the straps weren't caught anywhere and couldn't find anything. I went back outside and installed it again and it loosens easier (not as easy as it once did though) and will tighten, but instead of just being able to pull the tail and it smoothly tighten, its more of a tug, tug, tug, tug... until its tight enough.
