So we pulled into the WalMart parking lot and the car in front of us was about to leave. I watched as an 8-ish year old girl climbed into the front seat, a 3-ish year old got into the back (no seat) and the mom put a little girl in a HBB. She couldn't have been more than 1 and 20lbs. 
DH says, "SHE'S TOO SMALL FOR THAT!!!!!" He kept asking why people don't know better... All I could do is pray the whole way home.
