 Wow, definitely a lucky little girl. And definitely not an appropriate restraint for a 2yo.

Cosco used to say 1 year old/30 pounds for their boosters, but I heard recently it went up to 40 pound minimum...not sure on the age, though, if it's still 1 year old or not.

I'm not trying to be racist so I don't want anyone to take it that way but where I live there is alot of mexicans because there's a tomoato picking factory near by. Most of their kids would be lucky to be in a seat like that, the majority of them don't ride in any kind of carseat, including infants, and if they are they're normally in some expired piece of junk.

I don't think it's racist-I think some ethnic groups don't see the need for carseats as much, because in their home country they aren't necessary or used that often. I live in a small, rural farm community with a high Hispanic population, and most of them do not use carseats at all. If they've lived in the US for a long time or were born here, they are more likely to use a carseat, but the ones who came here recently generally do things the way they do in Mexico.

Its not racist by any means. It is just a lack of education in their home country (not like ours is perfect by any means of the word). And it is hard to communicate and stress the imporantce with a lanuage barrier.

I also don't think it's racist. I live in a community that has a high number of Hispanics. There is definately a language barrier here. We have spanish speaking techs, but I don't think the message sinks in. I see SO many forward facing infant seats and OLD seats.
It seems to be a cultural thing to not use seats. Not that the Caucasion population is any better around here.

I was going to say that same thing but was scared to. My godchildren's father just came to this country not that long ago and he thinks nothing about putting his 3 year old in a booster when he was 2. And he is a small boy. still fits in all seats by hight and weight. I love the guy but he does not see that they need to be in the right seats

not to mention that a lot of people in mexico and other central/south american countries drive REALLY unsafe, old, wrecked, or worn out vehicles that would never pass inspection in the US. that is at least as scary to me as not having their children in carseats. remember that child safety is more than having them in a proper seat.

and it can be more than a language or education barrier for a lot of central and south americans... it is also a financial barrier. :(
