rfing with harness a tad above shoulders

Is it okay (as in, not very bad) for a baby to rfing in a seat with the shoulders 1/4 inch (if that) lower than the harness slots if there are 10 or more inches of shell above the head?

I'm wondering because her shoulders are right at the slot wearing a cloth diaper, but below the slot with a sposie. Also, the slots are the ones used by her brother.

It's against the rules. Whenever you choose to go against the rules, techs can't tell you that it's okay. We can tell you that it's a decision you have to research and feel comfortable with.

The guideline for harness slots is a just a guideline, not a rule for every product or situation. The ultimate authority is the owner's manual for the child restraint. Some prohibit using slots above the child's shoulders while rear-facing, others don't. If there is no such restriction, the harness must still fit securely, of course.

It is certainly ideal to have the slots at the level of the shoulders or a little below when rear facing. It's not necessarily unsafe to have them slightly above the shoulders if allowed in the owner's manual. In some cases, you might judge that there is just too much room for the harness straps to fit in a snug manner. Then it would definitely be a bad idea.
