busses with LOW seat backs

What do you do with those? Assuming lap only belts, what do you do once kids outgrow a harnessed seat--and adults too? I'm thinking compartmentalization wouldn't really work without the high seat backs.

Avoid riding in it? You're right, compartmentalization doesn't work very well if the seat back isn't at least as high as the rider's head.

What kind of bus is this?

Most city buses I've seen are low back and I've never seen one with seat belts.

I think you have to go with mass transit/school buses being significantly safer than automobiles.

Most city buses have all kinds of crazy seats (side facing, rear facing, etc) with very low backs. And no seat belts. And even if they had lap belts, or lap shoulder belts, it might increase risk.

Buses size and driver experience combine to make buses very safe- even buses without belts or compartmentalization. The real world data is pretty compelling.
