EFTA/ harness with red tabs question

I went stroller shopping today. I saw the new Evenflo infant seat - of course I can't think of it's name. It also had the red tab type harness like the EFTA's and I'm wondering - is there some way the harness locks into postion?

ETA: I also saw a couple Baby Trends. They have some different LATCH connectors. Have they always had that? Do they work okay?

They had one On Board travel system. The seat had a 5 lb lower limit. At least that's what it said on the box.

It's the Evenflo Serenade. Tension of a properly tightened harness holds the right at the child's shoulders. That was something I always wondered about the EFTA before I actually used it.

Once the harness is tightened by the knobs, the harness can't move any. The top of the harness doesn't lock into place at the red tabs, but they can't move with proper tension on the knobs. Does that make sense?

Frankly, it dos sort of scare me a bit, because the "average" parent dsoesn't necesarily "properly tighten" the harness, and in that situation, i think there is significant potential for some pretty catastrophic failure. I still recommend the seat, but it has given me pause for concern...especially on the infant seat or when rearfacing, since i think you could get a LOT of rampup if the harness were not tight.
