I wish wish wish I could find a Frontier under $184 (the latest sale)... this would be PERFECT for him. Please help me answering her question regarding harness webbing length and provide any extra info you can so I can give her the best recommendation.

After studying your very helpful info, it looks like the two most affordable options for us are the Evenflo Generations 65 ($99 TRU online price), and the Safety 1st Apex 65 ($130 TRU online price). I won't purchase anything that has less than a 65lb limit, as I need to be sure it will last him until he is ready for a booster. And while I saw that the Apex 65 requires vehicle headrests in booster mode, that probably isn't an issue as we can save one of our current seats to use as a booster in our van (our secondary vehicle) later on.
My only concern about the apex 65 and generations 65 models was when I looked at their reviews, I saw posts from a couple of parents who complained that the harness straps of both of those models were not long enough for really large but pre-booster age kids. Is that something you have heard anything about? "Joe" is average height for his age, but in addition to being heavy for his age has fairly wide shoulders. But I have not had any trouble fitting him into the harnesses of either of our 40lb limit car seats.
