Infant Bucket Handle Question

I follow the rules, I know my infant bucket has to have the handle down, I always make sure it is down - but why? What makes them all so different that some can be up, some have to be all the way down, some can be in several acceptable positions, etc.?

My best educated guess is that some are reinforced to withstand rebound impact, and some manufacturers found improved testing numbers with the anti-rebound effect of the handle.
