Kids not in the seats right

I was driving to the mall today with the twins so they could play alittle before there nap and as a was driving i saw a car that had 2 RF seats in it and at first i was happy about it than i looked alittle more and both the girls were in the biggest jackets the straps were not tight at all and i could not even see a chest clip. Also i know it is not that big of a deal the other things are worse but the kids were like 10 months i am guessing and they still had the infant things in and it was making the kids head go forward. They were both is the 3 in 1 seats and it looked like they were being pushed back my the fount seats. I couldn't believe it

It seems to be everywhere, at the mall today, parked beside a very shiny very nice looking BMW saw a seat tethered in the center rear, peeked it the window to see if I might see a fancy seat, and instead saw the most ratty old faded seat ever harness all twisty and everything...I couldn't believe it:eek: I just don't understand about people

I so badly want to say something to people but at times i feel like i am just blowing hot air. And how can you talk to them when you are driving. But i was talking to someone in my class a few days about and i said something about the kids i watch still RF at 14 months and over 20 pounds. Not much over eather. But she thought you had to turn kids around at 2o pounds and a year. She has a son who i think might still be under the RF limits but it would be close so i know she will not turn him back around. And she has a 2 door car. But it seems like people just don't know. I think part of when have have a baby and take classes they should talk to you more about this stuff. I know some nurses say things before you leave the hosptail about jackets and snowsuits but not all do and what about the next step?
