Will the new RSTV large fit a 40 lb 7 yr old?

Ok, so we have the small, old style, and it is definitely outgrown. The fold part of the vest hits an inch or two above DD's thighs. But she is only 42 ish pounds (on a good day, at that). Is the new large going to be snug enough to work?

Ah, the curse of the long torso....
