Help with 2-3 seats

I was going to get ds the XTSL but now I'm thinking he will outgrow it in height before weight. He is 43" tall and his torso is 15 ". What do you think. I would like to get him something that is going to last for a long time. I just bought a Frontier and was going to use it on my short 9 yr. old but now I'm thinking it should go to him. I thought I had this all figured out. Help.
Seats I have now.
2 Evenflo HBB at least 5 yrs old
2 Symphony 65(one is for daycare kid)
1 MR(for daycare kid)
Cosco HBB probably expires soon
Frontier

Heather 9 yrs 49" 56 lbs. HBB
Hailey 7 Yrs. 47" 45 lbs. HBB
Tad 4 yrs. 43" 35 lbs. HBB
Ty 2 yrs. 30" 28 lbs. in Symphony 65 rf

Is this for your 4 year old? I'd prefer to see him in any harnessed seat rather than a booster.

Assuming the girls fit well in their boosters (belt is positioned well) they're fine in them.

Were you planning to rear-face the 4 year old? If he's likely to outgrow by height before weight the Complete Air would give more growing room rear-facing, by a few inches.

I planned on putting the 4 yr. old in the radian but I'm thinking he will out grow it too soon. I now have him in the frontier. I wanted the radian XTSL cause I could use the latch longer and keep the isle clear for the other rows. The frontier was originally purchased for my 9 yr. old but now I'm thinking it will be for my 7 yr. old and I will get a sturdy booster for the 9 yr. old. I was going to get a Radian for my 7 yr. old also but her torso measures almost 17 inches. Thanks for helping.
