Harness position for Evenflo Titan 5?

I have a 34 pound 4 year old, and the owner's manual does not specifically discuss harness position. The only mention is that forward facing children should be in "one of the top two harness positions". I currently have the harness in the lower of the top two harness slots. His shoulders go just above that harness slot.

Does anyone know is this is ok, or should the harness be in the top harness slot, above his shoulders?
